About the role

The Centre for Population Health leads a public health response for statewide tobacco and e-cigarette compliance and enforcement and related activities across NSW including the first implementation of new enforcement legislation passed in 2024.
The Director is an authorised officer under relevant legislation and provides high level, expert senior advice on operational issues relating to tobacco and e-cigarettes and cross agency engagement and coordinates the provision of related advice at Ministry and Ministerial levels.
Health Manager level 6, starting salary from $182,575 - $199,405 plus superannuation and annual leave loading, with a 40-hour work week.
What you will do
- Establish the operating environment and reporting procedures for enforcement of e-cigarette and tobacco legislative reforms in NSW including establishing procedures and protocols for enforcement in the field which lead to the collection of data and evidence allowing for penalties provided for under the legislation to be successfully enforced.
- Lead and manage a statewide regulatory team across diverse retail settings, both metropolitan and rural, to ensure e-cigarette and tobacco compliance for the Ministry of Health. Focus on work health safety issues of the operational team. Make operational decisions to plan and organise their work to meet business objectives within approved plans.
- Analyse emerging research and data and identify potential impacts on public health and compliance objectives. Provide complex analysis, briefings, reports and other forms of written advice for the Ministry and Government via review by the Executive Director, Centre for Population Health. Prepare and provide high quality written briefs, presentations, correspondence, media responses and cabinet documents as required.
- Be an authoritative source of advice for internal and external stakeholders on tobacco compliance and enforcement, and their integration with the business needs of NSW Health. Provide high level advice on e-cigarette and tobacco control issues to Senior Executives and key staff within the Ministry of Health, public health organisations and related government agencies to ensure issues are satisfactorily resolved or addressed.
About you
We are seeking motivated and committed individuals who can support the work of NSW Health with:
- Demonstrated superior leadership skills in a complex government organisation with proven success in developing high performance teams and outputs.
- Relevant tertiary qualifications in areas such as regulation, law, criminology, health or social policy or equivalent workplace experience.
- Demonstrated skills and experience applying policy and legislation in an enforcement environment and highly developed program management skills to ensure the effective coordination of program objectives and reporting requirements across a large, complex organisation.
- Strong written communication skills and excellent communication, interpersonal, consultation, networking, and negotiation skills to foster productive relationships with a diverse range of internal and external stakeholders and suppliers.
