About the Strategic Reform and Planning Branch
The Strategic Reform and Planning Branch (SRP) has been established to lead and support health system reform and investment. Key functions of the branch are to lead the development of:
  • value based health care as the strategic vision for health into the future;
  • the operationalisation of this vision to shape and inform capital investment and the underpinning service and clinical planning and commissioning;
  • shared system priorities and strategic planning;
  • collaborative strategic relations within the health cluster and across government agencies; and
  • purposeful measurement, analysis and economic appraisal of strategic priorities for the NSW Health system, health technology assessment and capital prioritisation.

What you'll be doing
The Director Strategic Change provides expert advice to the Executive Director, the Strategic Reform and Planning executive team and internal Health and external government stakeholders regarding current, evolving or emerging communications and change management strategies to facilitate executive decision-making. The Director leads collaboration, stakeholder engagement, and effective transition and adoption of key strategic reforms across the NSW health system.

Strategic thinking and expert change management and engagement skills are an essential part of this role - you will be providing specialised advice to senior internal system stakeholders and recommending tactical and strategic steps to achieve the objectives of the team. 

The key outcomes for this position will deliver:
  • Highly effective, iterative change management with associated communication strategies to support all individual strategic reform priorities and the vision for strategic reform more broadly.
  • Well received engagement processes that result in adoption of reform visions and solutions.
  • Effective application of cultural and system changes and processes to support the successful implementation of reforms.
The Director, Strategic Change provides professional and organisational leadership in the development and implementation of highly effective engagement and change management strategies which enable the achievement of Health’s planned outcomes, and alignment with broader Government objectives.


You will have
  • Outstanding strategic thinking, change management and engagement and leadership skills.
  • Knowledge and understanding of current, evolving or emerging change management strategies to facilitate executive decision-making.
  • Extensive experience in leading and managing complex and strategic change projects requiring considerable stakeholder engagement, interpretation and understanding of organisational requirements.

Selection Criteria - Required knowledge, skills and experience
  1. Extensive experience and an outstanding record of achievement in leading and developing change management and engagement strategies to support reform at a senior level in a complex health (or similar industry) environment.
  2. Demonstrated experience in applying effective change management practices to lead and oversee the adoption and implementation of key strategic reforms or transformation projects.
  3. Proven capacity to drive and lead strategic initiatives on a large scale, including engagement of diverse stakeholder groups within and external to Health; dealing with challenges creatively and achieving business focused solutions and outcomes.
  4. Highly-developed communication skills with demonstrated ability to present complex and new initiatives in writing and orally to a broad range of stakeholders.
  5. Demonstrated achievement in successfully leading teams – managing and coaching managers; building capability; meeting performance goals; and always fostering and maintaining a customer focused work culture.
  6. Exceptional organisational skills and experience working in a high volume and demanding professional environment with the capability to plan, manage change, effectively use resources, strategically improve performance and manage multiple projects.
  7. Superior interpersonal, influencing and negotiation skills with extensive experience engaging and influencing key stakeholders to achieve project goals and outcomes.
