NSW Health is moving to establish a Single Digital Patient Record (SDPR) which will provide a secure, holistic and integrated view of the care a patient received across the NSW Health system. The Single Digital Patient Record Implementation Authority (SDPRIA) has been established to coordinate the implementation of the SDPR across NSW Health. The SDPR will transform the digital systems NSW Health staff use every day to deliver care. All NSW Health care teams, no matter where they work, will securely access the same information about a patient in real-time from one source. Clinicians will be able to access a patient's medical information in real-time from one single source.

We have an exciting opportunity in ICT Procurement for a Procurement Manager to work within the Single Digital Patient Record Implementation Authority (SDPRIA).

Reporting up to the SDPR Procurement Lead, you will oversee pivotal procurement projects, playing a key role in the continuous and iterative improvement of the ICT category strategy for the Single Digital Patient Record. You’ll work closely with a dedicated team of professionals to optimise supplier relationships, while also driving commercial strategies that align with the broader objectives of eHealth NSW, SDPRIA and NSW Health.

This role demands a forward-thinking approach to ICT procurement, with a strong focus on negotiating and delivering value. You will also serve as a key influencer, building strong partnerships with both internal and external stakeholders to enhance the overall success of the SDPRIA Procurement function. 

What you will do

As an integral member of the SDPR ICT Procurement Team, you will:

  • Provide expert procurement advice, support and direction to staff and stakeholders and effectively manage agreed service and project outcomes to ensure successful delivery and a performance-based, innovative, responsive, and accountable customer-focused work culture to support the overall effectiveness of procurement within SDPRIA.
  • Establish and maintain stakeholder and tactical and foundational supplier relationships to identify and minimise risk, resolve issues as they arise, maximise value and develop strategies to gain buy-in and support for procurement programs/initiatives and support staff within the procurement function and influence users and suppliers to deliver better procurement outcomes and mitigate commercial risk.
  • Research, analyse and interpret markets and their dynamics to inform procurement decisions for mid-tier projects and scope and shape the project approach to align with supply markets to maximise the organisation's influence including developing procurement strategies to deal with markets with limited suppliers.
  • Manage the development of robust procurement documentation, including relevant contractual documentation, and negotiation plans for mid-tier procurements, demonstrate sound knowledge of the supplier evaluation and selection process, and manage the process for mid-tier projects including leading negotiations for this level of project within tactical and foundational products and services.
  • Work closely with stakeholders and Legal to ensure contracts, particularly statements of work, are appropriately prepared in accordance with applicable procurement frameworks and templates, with sound structure and content that provides certainty as to the scope, responsibilities and commercials to support contract management and ultimately achievement of the business needs of each procurement.
  • Develop risk mitigation strategies for mid-tier procurement arrangements and ensure appropriate ownership of risk between the organisation and the supplier. This includes establishing mechanisms to ensure contracts are appropriately prepared and effectively governed within and outside of the procurement function including supporting the overall plan for contract administration and setting priorities and targets for renewal and extensions based on the business needs and market conditions.
  • Consult on governance structures to ensure that all relevant legislative requirements are incorporated into procurement related activities, demonstrate full understanding of public procurement probity and ethical processes, and oversee major tender processes to deliver successful solutions.
  • Develop robust Total Cost of Ownership models for mid-tier supply arrangements and understand templates and guidance for cost modelling including working with other business areas to update 'should-cost' models for mid-tier arrangements, functional outsourcing, and capital expenditure.

About you

The skills, knowledge and experience we are looking for in you are:

  • Intermediate level experience and a record of achievement in procurement and category management in a large and complex service environment, including relevant qualifications or equivalent. This includes specialist knowledge and demonstrated experience in strategic sourcing, supplier relationship management, and contract management.
  • Applied analytical skills including. the ability to analyse and interpret complex information from numerous sources, prepare and present analysis and reports, deal with challenges creatively and achieve business focused solutions.
  • Excellent organisational skills and experience working in a high volume and demanding professional environment with a capacity to prioritise, multi-task, deliver business goals, perform and always work with a customer focused approach. This includes proven capacity to contribute to and promote tactical initiatives, plan and manage change.
